For example, I could retexture a hat in develop, Then click a button labeled "Create Hat!" Only the creator could wear it, But if they want to sell it, They can, But only if I have 500$ "I make a signature to make me look cool"

Before 2010, users were allowed to make their own meshes and upload them, but they removed that feature and it is broken. They made hats then, but they were still models, so ding, whuchu talkin bout whylis?

You can always retexture your own hat and send it into Roblox. Who knows it may gets uploaded to the catalog and that way you get given your creation for free. As for the idea, it wouldn't work no support.
