Smooth Terrain tools are frozen

All of the Smooth Terrain tools (add, subtract, paint, grow, erode, and smooth) are frozen. I can fiddle with the menus, but that ball/cube isn't following the cursor and just sits there. Any setting I need to change or is this a bug?

Regular terrain tools are bust aswell
