From this day fourth all laws stated in the constitution of the Principality of Monaco shall be followed by "the people", the government, and any citizen of Monaco.

ARTICLE 1: Rights
Act 1. All Monegasques are equal before the law. There is no privilege among them.
Act 2. Freedom of religion and of public worship, and freedom to express one’s opinions in all matters, is guaranteed, subject to the right to prosecue any offences committed in the exercise of the said freedoms.
Act 3. The People have the right to speak their mind if not taken to a full extent. This section is limited to harassment, threatening, and anything of the sort. Disobeying this can be punishable by the Law.
Act 4. Foreigners enjoy all public and private rights in the Principality that are not formally reserved to nationals

ARTICLE 2: The Government
Act 1. Government is exercised, under the gracious authority of the Prince, by a Minister of State, assisted by a Government Council.
Act 2. The Minister of State represents the Prince. He oversees the executive services. He has the police force at his command.
Act 3. The Prince function as the Head of State and can lay a "Veto" on any suggestions that the Crown Council, The Minister of State or The Government Council has voted about.
Act 4. In the absence of the Prince, the Minister of State will function as the Head of State.
Act 4. The Crown Council has no real power and function only has advisors.
Act 5. The Minister of State need the support of the majority of the members in order for his bill to pass or only the Support of the Prince. The Prince can inforce a bill and does not need support from any government offical.

Article 3: The Constitution
Act 1. The Constitution may not be suspended.
Act 2. Any revision, in full or in part, requires the joint agreement of the Minister of State and the Government Council or the Prince who can alone change the Constitution without the support of any Government Officals.
Act 3. Prior constitutional provisions are repealed.
The present Constitution immediately enters into force.
