It is based on popularity and how many kids go to the schools (same thing for districts)

None of those are legitimate reasons as to why they should be in a higher conference. Mid-majors and other Div-I FCS schools that aren't considered mid-majors upset the big boys pretty often and a system was set in place during the BCS era that the best mid-major from one of the smaller conferences has to make a bowl as long as they finish higher than a certain rank (#22?) |
