Not really. CP allows you to purchase the items with tickets, and then consumes them after use. It's not really like anything like CP's The Fair party, other than the fact of the use of Prize Tickets, which also exist in real life.

I hate to disappoint you, but they may not be doing those kind of events anymore, or at least not this year. They are focusing on updates most of the time now.
