Fix the infamous ScrollingFrame horizontal scroll glitch

For those of you, under the right conditions(There are many, and no one quite knows what they are[at least I don't]) roblox scrolling frames craps its pants when you need to move horizontally. Example: http://puu.sh/jfslk.jpg It's only the middle image, and it's quite annoying. I've seen many famous games with this glitch, and you would think roblox would have fixed it by now, but they haven't. All you need to do roblox is rotate it 90 degrees! So I plead today, if a mod is looking at this, please note this simple change before the next update(In 2 days i believe)
