Maybe the usernames could be visible after a transaction, and after a couple days, you could disable it again.

I think you should be able to search up their old usernames and find them, but I agree with that.

Think about it this way, say someone scammed you, or took your account, or broke some rule. If they had the money, they could easily change their name and get away with it, and no one would be able to find the offender and report them after, say, a week, because their previous names are disabled.
