I don't think #1 is a good idea because they will need to make hats for hundreds of countries, hats for U.S. are ok because ROBLOX is in North America, as for #2, yes, but only admins can make faces.

Before I say anything, I need to tell you that I am not willing to insult anyone and any insulting content below is meant as an example.
Well, I don't think idea one is a good idea. Not for any country. There are loads and loads of racists out there (my guess is 80 out of 100) and, even though I am not a canadian, I would hate to see someone say "OMG U STUPID CANADIAN LOL" or "boooooo i hate canadians" like someone in this thread before. People from the US could also be flamed: "OMG U COME FROM FASTFOOD CONTRY!"
Canadian people: "UR TINY OMG NOOBZOR"
People from England: "UR TRAFFIC IS MESSED UP UR COUNTRY SUX!"
People from Germany: "GERMANS SUCK U START WW2 OMG U NOOBS"
People from China: "UR CHEAP UR MADE IN CHINA"
I guess you can consider every single country as a "Bamboo state" or some other negative thing, or just hurt someone's personal feelings. I'm simply against racism so I say no to canadian hats.
The second idea is pretty good. But however, you can't have an infinite amount of different faces. Maybe a =) and a ;) or maybe a :( :'( =/ :I :S :D XD but that would be it. I think the administrators should make these, and no more. And then, I think people would cme up with loads and loads of more faces, then they'd put them in the forums and fill the administrator's inboxes. My opinion towards this: No.
