Starfleet Command Command Protocol: PCMND01 DEFINITIONS Admirality: The title of positions from Commodore to Fleet Admiral High Command: The command body of the admirality, anyone above the rank of Commodore is granted automatic membership to the institution. Admirality Council: A structured, legislative body of Starfleet, tasked with voting on all administrative and personnel related decisions. The institution is made up of division directors, with their deputies acting as advisors and secondaries, and presided over by the Fleet Admiral of Starfleet. ARTICLE I Chain of Command MUST be obeyed by all personnel, however certain clearance levels [See PCLRN01] may grant command overrides. Ensigns is the very first official "Starfleet Officer" rank, however while the title of "Starfleet Officer" is used, they are not of command authority, Lieutenant Junior Grade is considered a Junior officer, meaning they may command Ensigns and below, however full Lieutenants are full officers with authority above lieutenant juniors and below, this goes up into High Command. ARTICLE II High Command work as a collective group of branches, who will work together at all times to better and manage Starfleet. While Commodores to Rear Admirals stick to leading personnel, Admirals+, assisted by Vice Admirals, form the Admiralty Council, who, lead by the Fleet Admiral of Starfleet, make the decisions for Starfleet. Senior Officers are responsible for the ships, areas and/or personnel under there command, this means ensuring the safety, efficiency and ability of everyone and everything they are in-charge of, however, officers are NOT responsible for a crime there personnel committed unless they instructed it, nor are personnel under an officer responsible for the officer's actions. ARTICLE III All senior officers are to be addressed as "Sir" regardless of gender, this is due to "Ma'am" is a term considered slightly "inferior" and to stick to the Star Trek Canon, note this is not gender discrimination, nor should "Sir" be a term used to identify an officers gender and is simply a sign of respect to the officer's authority. Any officer above another may address any personnel below his/her's rank as either "Mister [NAME]", by simply rank, or by "[RANK] [NAME]", again, "mister" is used for formality and NOT as gender discrimination and to stick to the Startrek canon. ARTICLE IV Lieutenant Commanders or higher are to be considered senior officers, and while still required to address superiors as "Sir", they have met the minimum requirement to command, only Captains or higher may promote to the rank of Lieutenant Commander, Rear Admirals or higher may promote Commanders and Vice Admirals or higher may promote Captains, Commodores and other High Command ranks, are to be promoted upon majority agreement of the current High Command. The Fleet Admiral of Starfleet will remain in power as the highest authority until the time of which he/she steps down or is removed, they may not be overruled unless the Admirality Council has the majority. Voting policies are enforced, in order to prevent facisim and ensure fair choices are made for Starfleet. No member of high command or higher may be removed from power unless agreed upon by the majority of the Admiralty Council. ARTICLE V The Fleet Admiral of Starfleet may ONLY be removed from power if the Admiralty Council deem he/she is no longer suitable for leading Starfleet, to which, the Fleet Admiral of Starfleet is required to step down, or forcefully removed from his standing power by any means necessary. This paragraph is ONLY to be enacted as a LAST RESORT, and should NEVER be looked upon as a means of committing mutiny, evidence MUST support the Council's reasoning behind their decision, and the vote must be held in a trial form, with IA prosecuting and defending, with a completely group neutral magistrate presiding the trial (Non SFC member). The Council will then vote upon a new Fleet Admiral of Starfleet from the current Admiralty Council, who will replace the one removed. The Fleet Admiral of Starfleet may choose his/her's successor, however, should the majority of the Admiralty Council disagree, the council will vote on a new Fleet Admiral of Starfleet.
