How do you change the ResizeIncrement of Smooth Terrain?

So that it can rotate at 0.1 and be resized at less than 1 so it fits in with my build. Is this possible? In the Terrain in Workspace it's not letting me change the increment.

You can't. It's on a voxel grid.
