I think he meant something like:
"So there's some games out there that can steal your account info or give you viruses or something just by playing the game for a few seconds, but you have to play the game for 10 minutes just to comment on that game telling that it's a scam?"
I'm not really sure if games can actually do that though. Still, I think you should be able to comment on a game just by playing it at all. Just like the requirement for rating a game.
