To make the best uniforms use paint.net but then you can edit uniform on photoshop (not sure what photoshop for uniforms would be useful though)

obviously microsoft paint jk i use paint.net (free and very pratical-with tons of user made plugins) Revenge is a dish best served sassy|SG = short girl
