Buy 17 raiders.
Have a weapon in the same design as a flamethrower. In the tank, have a bunch of water. At the beginning of the barrel, have a freezer that freezes the water when it shoots up like a water gun. At halfway have a heater that cooks up the ice enough to turn into ice shares and water with ANOTHER freezer at the end of the barrel that turns it all into ice and shoots it out
