Should I make a country group?

The actual question is whether I should make it in the WWII era or modern. The WWII era would require more effort because there are less people in it, so I'd have to recruit people INTO it, however, the modern era has plenty of people that I could get, so the WWII era would be easier. I also like the Italian WWII theme, being Il Duce, but the modern theme isn't as fun.
