The Pokemon anime had the potential to be great (which, arguably, it is - based on its popularity) but imo it failed spectacularly.
Yes - Ash is a pretty mediocre character at best. There are all the usual cliches: stubborn, friendly, has golden morals, big dreams - not to mention that he's cheesy in general.
Sure, I mean, he's a good role model for younger kids because he's such a good guy, but that takes the amusement out for older viewers. Heck, we don't want to watch a show whose protagonist is a ten year-old kid who would probably send a rat into combat with God and think 'well, I believe in the power of friendship so there's no way I can lose this battle!'
Pikachu isn't as much of a problem simply because he's so damn cute. Of course, he gets annoying because even though he's been training for x years he can still lose to a supposedly-level 5 starter. That fact just proves that with each season, the anime just resets its own plot and starts from square one - meaning that no, Ash will never grow up, become a Pokemon master, and we won't ever see the end of the money-milking franchise.
(Not that I dislike Pokemon, I love it - just not the anime.)
