I'm not exactly sure how forum post comments are moderated, but what I am sure of, is that the entire thread is not read. This is the basis of my suggestion.
Perhaps an improvement would be that the entire thread of a reported comment is read through by moderators when a report is filed on a single comment. This cuts out having to report individual comments one by one, as the moderation team would see the whole thing, and take appropriate action on all parties involved. It's rare that someone will just post something inappropriate, rude, and offensive without reason to. More often than not, I've seen it's been out of self defense. (i.e Another user insults said user, and said user retaliates.) Much like an entire PM conversation is sent to moderators when one PM is reported.
Conclusion: Whole threads are sent for review by moderators after any report filed.
How this benefits the moderation team:
-Saves time by allowing multiple delinquents proper action.
-Reduces report flooding, from having to report 10 different rude behaviors, from 3-5 delinquent users on a single thread.
How this benefits the community:
-Less harassment that goes unmoderated.
-Better environment.
-Would potentially deter users who would otherwise believe they'd get away with such behaviors, from doing such behaviors.
