I disagree. Depending on which Flash, he would most likely lose due to the fact his metabolism wouldn't allow him to keep up with a lengthy fight. Green Arrow is quite obviously based off of Batman which is why Robin and Red Arrow feud in the comics. In fact, Red Arrow's design was based off of Robin. So if you think about it: Green Arrow would be strategic in making Flash burn himself out and then strike and defeat The Flash.

In a fight without prep time the Green Arrow would not be able to formulate or even apply a plan in time, nor would he even be able to hit the Flash. (I'm talking about the comic versions not the TV show)

All the Flash can do is run. He can shoot lightning but rarely since it takes up so much energy. Once he shoots lightning, he has to take a break or else he will go into a shock of some sort. Green Arrow has great timing, so once he gets the opportunity he can cripple Flash with an arrow to the knee.

No amount of timing can hit someone that fast. Flash would catch an arrow in midair, run behind GA and stab him through the skull with it.

@Yung: that is true; however, speed doesn't amount to everything in a battle against the Flash. He has many adversities against him. Green Arrow is a strategic fighter and knows all of the Flash's weaknesses and would use them to his disposal. The Flash can't run at the speed of light all of the time. He has to slow down to preserve energy and not go into a shock. The same goes with lightning. The Flash cannot distribute massive amount of energy without having to rest for a period of time. Green Arrow would easily tire The Flash out by having him run amok through the city then lead him into a trap and shoot a ton of arrows onto The Flash. Although The Flash is fast, that doesn't mean he knows exactly where Green Arrow is.

Barry Allen-Flash could beat Green Arrow. The others are generally slower and have an undying tendency to underestimate their opponents. Especially Wally West.

I understand that Green Arrow is very tactical about the way he does things but how would he have any clue as to what Flash is planning?

The Flash breaks lightspeed pretty easily and even when lowballed he can still maintain a constant speed several hundred times the speed of sound, which is faaar too fast for the Green Arrow to even react to. Even if he could only run for a very very short time (which isn't true), he'd only need a fraction of a second to beat the Green Arrow The Flash has striking capabilities on-par with Superman, again too much for the Green Arrow to handle And this isn't even getting into healing, phasing, speed stealing, speed dumping, time travel, etc since it isn't necessary to take down a normal human like the Green Arrow Literally any of the Flashes can stomp the Green Arrow with both their arms tied behind their back. Umm, almost every extremely high-end Flash feat is from Wally's days (hitting 13 trillion times the speed of light, outrunning a teleporter across the galaxy, literally being omnipresent for a period of time, etc), it's generally accepted that Wally was the fastest
