Hate to say it but Roblox is not obliged to have Roblox cards everywhere in the world. They focus on the areas where the majority of the players live i.e. Europe, Canada, U.S.

Well, I am sure roblox wants to spread their roblox cards around world, but probably they cant yet. Might be monetary problems or something.
