People don't react well to change, apparently. Critics have to go through schooling to understand that JUST BECAUSE THERE ARE CHANGES DOESN'T MEAN IT'S BAD

Changes are not always bad.
But removing RPG elements and turning the game into a glorified shooter is bad.

as a sequel it's not fulfilling to me, but as it's own game its just fine

They didn't just make changes. They failed to include several features from the previous installments that made people like the series. From what I've seen and heard so far, FO4 seems more like an FPS with light RPG elements and a weak story than anything else.
That said, I have not played the game, so I cannot verify the accuracy of the claims people have made. |

The reason why they made it such a bad rating is because it's buggy

"A poor port of a barely there, phoned in effort from Bethesda that is blatantly unfinished, relying on the hype train to drive sales. In six months to a year, this could have been a great game, but as it stands it's small, bland, buggy, feels incomplete, has ridiculously major pacing issues, lacks adequate explanation for the base building mechanics, and is completely devoid of soul. I'm not a Fallout diehard, I loved Fallout 3 with all its flaws, but this is just too bad to overlook.
The port is a mess too - performance issues, defaults to a controller if you have one plugged in, FOV can only be changed in ini files and still doesn't work perfectly, mouse acceleration can only be disabled in ini files, most graphical options (save for draw distance) can only be changed within the launcher. About the only thing I can say for it is that the graphics are not bad. Out of the box they're decent and with some SweetFX thrown on they become quite nice indeed. It's just a shame that the actual game is an unmitigated disaster. This is the poster child for rushed development ruining a game (bizarre since Bethesda at least claims it's been in the works for years, but regardless it obviously wasn't going to meet their release date without cutting more corners than I'd have thought was realistically possible)." <--- this one is wrong, it runs great for almost everyone

It doesn't run great in any way, Actually. No SLI/CF support, meaning anyone that Relied on SLI or CF is well and truly out of Luck... 4k@60FPS is out of the question due to no SLI and CF support, so you're forced to play on 1080p or 1440p as well. |

If you want to play Fallout 4, just buy Fallout 3. It's cheaper. I was expecting better honestly. |

@Arte71 I don't think it is "better". I just think think 4 is more or less a re-skin of 3. Personally I'd rather play an Elder Scrolls game any day. |
