AMENDMENT III - MUNICIPAL LEGISLATIVE OPERATIONS :

Article I: The Municipal Legislature (AKA City Council) consists of Seven(7) City Council members for each city.
Article II: The Governor and Lieutenant Governor may call special sessions of the Municipal Legislature. Each session shall be headed by the Mayor of the appropriate city. The Mayor shall not have a vote in City Council legislation.
Article III: The Norway State Legislature may overturn a piece of legislation passed by the City Council may overturn a veto with a Supermajority (2/3) approval from both Chambers except whereas the legislation benefits the Legislative Branch. Bills pertaining to admin or development purposes require approval from the Norway Founder or an official Norway developer. The Governor and Mayor of the appropriate city is responsible for holding City Council elections.
Article IV: Impeachments against City Council members must be held solely by the Norway House of Representatives. A Supermajority (2/3) must be met in order to pass the impeachment. Impeachments must be for legal reasons only.
Article V: The Municipal Legislature requires a Simple Majority ([1/2]+1) to pass a bill or resolution. Legislation must be in compliance with the Constitution.
Article VI: 2/3 of the acting chamber must be present to reach a quorum before a Municipal Legislative Meeting.
Article IX: The Governor must appoint 1 City Council member for each city. The Mayor of the appropriate city must appoint one City Council member for their city. All other positions must be filled via elections.
Article X: The Presiding Officer of a Congressional Meeting shall have the authority to suspend City Council members from a meeting if he / she finds them to behave inappropriately, perform illegal activity, or disrupt the meeting. The Presiding Officer shall be responsible for the security of the chamber and who goes on / off the Congressional floor.
