The White House Executive Office of the President Saturday, 12th of December, 2015 Executive Order 25 By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 202 of the Revised Statutes (22 U.S.C. 2656) and section 3161 of title 5, United States Code, it is hereby ordered as follows: Section 1. Establishment. (a) The Department of Interior shall hereby house the Administrative Court of America, and shall act as the administrative body in said court. Section 2. Purpose. (a) The Administrative Court of America shall exist to handle disputes amongst the Executive Branch of the Federal Government. (b) The Administrative Court of America shall be able to decide upon the punishments of any executive branch member, limited to demotion, suspension or firing but will not be able to imprison. (c) The Administrative Court of America shall work closely with the Federal Inspector General. (d) The Administrative Court of America shall be able to recommend prosecution to the Department of Justice, if the problem caused by the Executive employee is severe. (e) The Administrative Court of America shall be able to write executive warrants against members in the Executive Branch, and Executive organizations. (f) The Secretary of Interior shall act as an intermediate of the President to the Administrative Court. (g) The Administrative court will act as the judge of occurence and severity of policy breach, abuse, troublemaking or law breaking. Section 3. Reason. (a) There has not yet been a body capable of handling disputes amongst the Executive Branch efficiently. (b) For a judging body of the actions and investigations lead by the Federal Inspector General and the Internal Affairs Bureau. (c) To punish fairly all incidents brought forward to them either by the mentioned in (b) or two (or more) Executive Branch employees. Section 4. Appointment. (a) The Judges of the Administrative Court of America shall be appointed by the President of the United States. (b) These Judges shall not require the advice and consent of the Senate as they are purely representatives of the President, who he feels able to make decisions on his behalf in the executive branch regarding to incidents that negatively affect the branch or it's employees. (c) The Judges shall serve at the pleasure of the President of the United States of America. Section 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect: (i) the authority granted by law to a department or agency, or the head thereof (b) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
