Why not forcibly close all incoming connections from that internet protocol (IP) whereof sending the messages that would be considered "cyber-bullying". I'm not saying DDoS or DoS them, I'm saying to not allow them to send information to you by setting up some type of firewall.
That is literally my only other solution I can think of, and they could just use VPNs, or Proxy or something; I'm no expert on this stuff.
And that's not even too good a solution.
Nor is the "close the computer screen" one, although it can be in certain cases.
If someone can come up with a better solution other than one thereby resulting in the other party's internet failing or something along those lines, then good job.
