The entire premise of the war was to break out of pointless negotiations that'd take weeks before a war actually happens, which had been going on for ages during 2015 and was a huge reason a lot of wars didn't happen. We weren't having fun because we didn't have wars. |

"Fleetcom" - they joked about it. They're not in a state to fight a war as said by fleet and bioodborne I believe.
