Who your commander is:
Each "division", whether it be Ranger or Infantry has their own commander. Who are under the site commander. If you are a Ranger, you report to the ranger command or your squad leader. If you are infantry, you report to the commanding officer for infantry. You DO NOT report to another "division's" commander.
Ranking system:
Just because "Security Trainee" is higher than scientist doesn't mean you are can command scientist. And just because Special Forces is higher than the infantry doesn't mean Special Forces can command you. It's to help organize the ranking system. In fact, someone can't command you from another division. They can however, ASK YOU to patrol with them and then you are subject to their commands if you do join their patrol. You can also be placed into another "division's" command if the site commander or you commander orders you to join with them. These two rules are the only exceptions.
Summed up: No group has power over another. Each report to their own division's head. Unless reappointed by the site commander or asked by another division.
