The following policy outlines the general rules, regulations and protocols for everyone using the White House, whether you're a diplomatic guest or an important agency representative, all rules are to be enforced at all times. This policy is effective as of: 2/1/16 SECTION ONE: INTRODUCTION The White House is home to major politicians including the President and the Vice President while they are not on diplomatic trips or engaged elsewhere. The White House is a hub for political meetings, cabinet agendas and major government decisions. The White House is under the constant control of the United States Secret Service, who control the areas in and around the White House, including the block of land that contains Tim Horton's, the Department of State building and other political offices. The Secret Service have jurisdiction over all other agencies in this area. SECTION TWO: WHITE HOUSE CLEARANCE LEVELS The White House is an important area within Washington and therefore it is important that we are able to provide, maintain and uphold the utmost efficient security protocols to ensure the safety of key figures inside the building. To assist the Secret Service in ensuring the constant safety of those inside the White House, we limit access to certain agencies by clearance levels. CLEARANCE ONE (Can enter the White House at any time) - President - Vice President - White House Staff - Secret Service - Founders CLEARANCE TWO (Can enter the White House at any time but must leave during emergencies) - Developers - Classified - United States Congress CLEARANCE THREE (Can enter while VIPs are not on the grounds) - Federal Intelligence Agency - Intelligence Community CLEARANCE FOUR (Can enter with the permission of the Secret Service ONLY) - United States Cyber Command - Special Forces - Department of Defense - National Security Agency - Federal Bureau of Investigations All other agencies must remain outside of the White House perimeter, including the gates leading to the block of land that contains roads and buildings parallel and adjacent to the White House. NOTE: Cabinet members and White House Staff do not have access to the building while on any other team other than White House Staff. SECTION THREE: ENTERING THE WHITE HOUSE When entering the White House, you accept the rules, protocols, policies and regulations of the United States Secret Service and agree to abide by this policy and the guidelines outlined within it. 1. All approved visitors and guests to the White House must enter through the visitor gate, which is situated to the east side of the White House. A Secret Service agent must be present before the gates will be opened. Under no circumstances does another agency have permission to allow a guest onto the grounds, doing so will result in a permanent blacklist from the White House. 2. All agents/federal workers with authorized access to the building must enter through the middle gate, which is west of the visitation gate on the East side of the building. A Secret Service agent must be present before you can open the gates. EVERYONE WHO ENTERS THE WHITE HOUSE, VISITOR, GUEST OR FEDERAL WORKER WITH AUTHORIZATION MUST USE THE SCANNER. FAILURE TO DO SO WILL RESULT IN A LOCKDOWN AND YOU WILL BE REMOVED FROM THE BUILDING.* *Does not apply to Developers, Founders, President, White House Staff and Vice President teams. SECTION FOUR: Behavior on the Grounds Whilst within the White House, all actions by guests or those on the grounds are heavily supervised by the Secret Service through a number of methods. The Secret Service enforce proper behavior while on the grounds and can revoke your access at any time if you do not adhere to the following rules in regards to your behavior on the grounds. 1. Appropriate clothing should be worn - the Secret Service may act on inappropriate clothing and reject guests who are not dressed in proper attire to be visiting the White House. 2. Jokes about terrorism are strictly prohibited. Any joke in regard to terrorism, plots against VIPs or conversations in a context that could put the White House in danger will warrant a lockdown and you will be blacklisted from the White House in the future. 3. All guests aside from Developers, Founders, the President, Vice President and White House Staff must go through the scanner if they wish to be on the grounds. Failing to go through the scanner is deemed a threat to the White House and those within and will warrant an immediate lockdown. You will not be allowed to remain on the grounds if you do not go through the scanner. 4. All guests are to comply with standard ROBLOX rules and general DC laws. Failure to do so will result in imprisonment. The White House is not a safe haven to misbehave or break the law. 5. Whilst on the grounds, all guest must comply with orders given from the United States Secret Service. Failure to follow orders may result in imprisonment, you may also be asked to leave the area. Disrespecting Secret Service agents will also warrant your ejection from the grounds. 6. All visitors who do not have clearance to the White House who may have an appointment must enter through the East gate with a Secret Service member. They must also be on the AMERICAN team. Any visitor aside from foreign diplomats who are not on the American team will be denied access. 7. During the presence of the President or Vice President, areas of the White House including the West Wing are strictly off-limits to anyone other without Level 1 Clearance. This is to help prevent assassination attempts and danger to the VIPs in the West Wing. Those seen in the West Wing during this time will be detained and questioned. SECTION FIVE: VISITOR PASSES/WHITE HOUSE GAMEPASS The White House gamepass allows visitors to enter the outer area of the White House, however, it does not grant visitors 100% authority to enter the White House. Visitors must always wait for a Secret Service agent to let them into the building, visitors breaching with or without a pass will be arrested. The Secret Service reserves the right to deny visitors from entering the White House and decisions will be made based upon the visitors outfit, arrest history, groups and threat assessments. Visitors are strictly prohibited access to the White House in the event of a Level 2 or higher lockdown. SECTION SIX: THE SECRET SERVICE JURISDICTION The Secret Service retain complete jurisdiction over the White House and all activities within. The Secret Service reserves the right to remove ANYONE other than the President, Vice President and Founders from the building at their discretion. Failure to leave or follow orders from Secret Service agents will result in your arrest and may also include a blacklist from the White House. SECTION SEVEN: APPOINTMENTS AT THE WHITE HOUSE If you require an appointment or wish to schedule a meeting at the White House, you must consult with the White House Chief of Staff, who will then consult with the Secret Service to organize your visit. If the White House Chief of Staff is not available and we deem your appointment urgent (e.g meetings about national security threats) the Secret Service may approve your appointment as long as you are on an American team (or another team with clearance) and abide by all regulations specified above.
