They are really meant as a guideline. It's up to the parents to stop them, if they have issues with them playing M games.

I didn't know it was a guideline? A few years back a friend of mine tried purchasing a rated M game, but he was clearly under age so one of the workers stopped him. that's why i got my older relatives to purchase rated m games for me back then ( ͡° ͜ʖ ͡°)

The ratings are there to give a idea of the game. It's to help the parents from getting there kid a 9/11 sim or etc
