Dear citizens of Rockport, as mayor of Oxford I am calling a State of Emergency due to attempts to exploits and terrorism.
I. Airports are to be Placed on lock-down and guarded to prevent people stealing planes.
II. Any Civilians or Visitors found within the airports grounds or attempting to breach an airport are to be arrested.
III. TRC Must first issue a warning to civilians before arresting once a warning is placed they may arrest the trespassing civilian.
IV. TRC and Admins are requested to report any signs of Exploiting As soon as notcied.

I can't "Control" TRC however, it is stated they are required to give warnings in their R&G so it remains constitutional.

If you think ‘t1:,;"?.>dR’ or can't read this, you probably shouldn't comment here. I hate it when people aren't even in the group of a serious post and they post junk like this. The only comments worth their salt before mine here are HazardousLeviathan's and above, which totals to only three, and one of them was even only a reply of the mayor to a commenter. Also, that's not a word, but it should be. Some of you judge too quickly; you don't even know what this is about, as you are not in this serious community. I'm definitely not saying that I don't do things like these, ever, as I'm only an imperfect human as hopefully all of us (as there may be exploitation robots).
Anyways, this is unfortunate and, as all of us worth our salt in The RC and all of Rockport, I sure hope this gets fixed and is over. I'm glad to hear that there have been worse situations before, which to me is a signal of hope because if Rockport has gotten through states of emergency worse than this, then we should be capable of overcoming this current obstacle. That's it, only an obstacle; not a terminal illness. It's just a critical disease; it's large, but our body's immune system and et cetera will eventually defeat the bacteria or virus, completely, and we will recover, as we have apparently done so previously.
Also, I just noticed a typo at the end of the mayor's fourth SoE instruction. (:P) |

If you were smart, "STATE of Emergency" doesn't mean the entire state. It's just a mode that a certain city is in.

Their guidelines don't in any way hold relation to the Constitution. You are still in your declaration ordering TRC to issue a warning.
Therefore, it does not remain constitutional. You were hit earlier this term for this issue, kid. |

I have a clue with the exploiter
I randomly got tools 2 days ago at oxford when an exploiter was thought to be in the game. I kind of abused them, I admit, but it wasn't me. The exploiter probably doesn't use admin commands since I got Personal Server tools |

I was never "Hit" for it being unconstitutional, Secondly I am not Directly warning them as their rules do IN FACT state they are to give warnings.
