If you try to put the same email on another account, it would say: "This email has been taken already". You could also clear the email on the account so you can use it on a different account if you are transferring.

Lets say there were some little kids, brothers or sisters for example. They decided to create an account for ROBLOX. When they go to verify their accounts, since they are little kids they most likely will use their parent's email. Well now only one can verify his or her account since they only have one email.
