An Amendment to Overhaul Rockport
BE IT ENACTED BY THE STATE OF ROCKPORT HERE ASSEMBLED THAT:
Article 1 - Executive Changes
Section 1: C.I.II shall be amended to state the following: "The Governor (Executive Branch Head) may employ, remove, or blacklist anyone from the Executive branch at their jurisdiction as long as his/her rights are not violated."
Section 2: A governor may not serve for more than 2 consecutive terms at a time.
Article 2 - Legislative Changes
Section 1: C.II.I shall be amended to say the following: "The Rockport State Legislature consists of one (1) Senator for every city, one (1) Representative for every one thousand (1,000) citizens of the State of Rockport, and one (1) representative from TRC. The Representative from TRC must be a TRC AC and may only vote and propose legislation pertaining to TRC. The Representative shall be appointed by a TRC SAC+ and is subject to approval by the House, and must receive a simple majority vote in affirmation to be accepted as the TRC representative."
Section 2: C.II.III shall be amended to say the following: "Article III: The Governor may veto or sign any bill into law after it has passed both houses of Congress. Congress may overturn a veto with a Supermajority (2/3) approval from both Chambers. The Governor is responsible for holding Speaker of the House elections when a full House of Representatives is met."
Section 3: C.II.VI shall be amended to state: "At least 3 members of the chamber must be present in order for a Congressional meeting to initiate."
Section 4: C.II.VIII shall be amended to state: "The Speaker of the House shall only vote in the event of a tie. The Speaker reverts back to being a Representative in the event of removal or resignation from the seat of Speaker."
Section 5. C.II.IX shall be amended to state: "In the event of a tie, the Presiding Officer must break it. Abstains count as null votes. Voting format is read as “AYES-NAYS-ABSTAINS”. Majorities should always be rounded down.
Section 6. C.II.XII and C.II.XIII shall be removed.
Article 3 - Municipal Changes
Section 1: C.IX.IX shall be added and state: "Elections for city council members for each city shall commence immediately after each Mayor has been elected. Once elected, the new city council members shall join the city council group (http://www.roblox.com/groups/group.aspx?gid=2539376) and be placed in the rank that corresponds with the city they have a council seat in."
Article 4 - Judicial Changes
Section 1. Justices on the Rockport Supreme court shall not be removed at the end of a term, but instead when they resign, or if they are impeached.
Section 2. When a justice is removed, the governor may appoint a new one. This new appointment must be confirmed by the Senate with a simple majority in affirmation.
Article 5 - Other
Section 1. C.VIII.X shall be added and state the following: "There shall be an elected Rockport official who represents Rockport in the TRC leadership. This representative shall be made a TRC AC, but is solely there to vote on decisions that are made by the TRC ACs, and may not host meetings or trainings within TRC."
Section 2. Rockport Fire and Rescue shall be made an official department of the Rockport Government under the Executive Branch.
Section 3. The owner of the State of Rockport shall be give the Rockport government a budget for each term. This budget may be spent anything so long as it complies with ROBLOX rules and the Rockport Constitution.
Section 4. The TRC/Rockport developers shall be considered a private business, of which the Rockport government may employ to develop cities and items. Payments for any services shall come out of the Rockport government's budget. The TRC/Rockport developers shall retain all the rights of a private organization, including the refusal to provide services.
Article 6 - Implementation
Section 1. Article 1 shall take effect immediately. Article 2, Section 1 shall be implemented at the beginning of the next term. Article 2, Sections 2-6 shall take effect immediately. Article 3 shall be implemented at the beginning of the next term. Article 4 shall take effect immediately. Article 5, Sections 1-2 shall take effect immediately, Sections 3-4 shall take effect at the beginning of the next term.
Section 2. This amendment shall be implemented by the appropriate entities within Rockport and TRC, with the support of the Owner.
Section 3. All laws in conflict with the non-amendment pieces of this legislation are hereby declared null and void.
