apparently they cant and i think its unfair because it gives them a disadvantage and they may not get the game if you let them chat then they can ask for help to understand the game or even talk to other guests. If not at least give them the safechat back because why not. Did they ever do something wrong? fite me

I'm not sure too support this or not They might of removed the safe chat for a reason due too people spamming this or there just adding a new safe chat better then ever for guests.

That can be possible but people at times somehow exploit that ability too spam people's chat on guest accounts. But that is a possible statement that can be falsified if its correctly timed and filtered.
