Towards the beginning of the Atlanta Crisis, there was a desperate need not to expend useful soldiers that were well funded, and in response to the issue of money evaporating, USCPF installed several battalions of "misfits", or penal divisions. These were used as cannon fodder for tasks seemingly impossible, such as entering heavily fortified camps of enemies with no strategic plan. Each member is expendable. Members selected are often from admin or reserves, due to issues with compliance or ability.
As of 2099, the USCPF required each fortification to install a misfit battalion as a front line defense/offense.
Into late 2099, an amendment was released allowing members of the penal divisions to return to normal or accelerated posts if their behavior excelled.
At the begging of 2100, the division set finally received its title, "PAR" or, "Penal Attack Regiments.". It was nicknamed by soldiers as "The troublemaker battalion."
