"Network Receive"

Does anyone know what "network receive" is? I've sent an email, but i haven't gotten a reply in almost 24 hours. It always seems to drop, making my game stop completely. I still get 60 FPS, and this only seems to happen on the game "Blood And Iron" no matter what server I'm on.

If you press Shift+F5 in game, It will show you stuff.
