Only the High Council of HCC may determine if HCC proceeds into war. In order for the vote to pass, the vote must be majority on the HCC Council, (Including HC). There will be a meeting on 6/15 on the topic whether HCC will proceed or stay out of war with your group. However HCC has no currently accepted war. |

Next, if the vote for war in HCC does pass, alliances including Raider Dawn, will also be accepted into the war and will be viewed as part of HCC or Allied Soldiers. If your policy does not accept this then we cannot proceed to the stage of war. |

As of today, 5/20/16, the Velexarian Imperium and the Arkavian Dominion hereby declare war on Halo Covenant Clan.
This war has been wanted by Arkavians for a long time, as well as Velexarians, who feel Halo Covenant Clan has absolutely no right to pick on our allies.
This is why, massive invasions will take place within the following weeks, to show the might of the Imperium and Dominion. Now is the time to show the superiority of Velexaria, and Arkavia, as well shall smite all who dare cross our path, as we never back down from a challenge, no matter who challenges us.
This is the beginning of the end for HCC. Terror will reign through their lands, as we annihilate those who stand in our path, no matter who they are.
