I have a pretty mid-tier/low-tier gaming PC. But it emulates pretty well so I think it would run it easily - even with 4x resolution.

Settings for PCSX2 for well gameplay
- PS2 Bios "scph10000.bin"
- System: Automatic Gamefixes "on"
- Config/Emulation Settings/GS Window, Aspect Ratio "Widescreen 16:9", Custom Window Size "1600x900", Default to fullscreen mode on open "on"
- Config/Emulation Settings/Speedhacks, Enable Speedhacks "on", EE Cyderate "1", VU Cyde Stealing "0", MTVU "on"
- Config/Video (GS)/Plugin Settings, Renderer "Direct3D 11 (Hardware)", Original PS2 Resolution "off", Or use Scaling "x3 Native", Texture Filtering "on"
But they have to meet these expectations?
PC/Laptop Specs:
- ASUS N56VB - S4129H
- Windows 8 64-bits
- Intel Core i7-3630QM @ 3,4GHz
- 8 GB DDR3 Memory
- NVIDIA GeForce GT 740M (2 GB DDR3 SDRAM)
- Windows Screen resolution set to "1600x900"

You use a laptop? Then yeah obviously mine will run better. My settings are fine so far I haven't encountered any games that give me any issues.
Internal resolution: 4X (Could go higher but this works really well)
Renderer: Direct 3D11 (Hardware)
Adapter/GPU: MSI R7 370 2GB
CPU: Skylake I3-6100 (Most updated/advanced/recent version of the I3 - so it beats a lot of lowend I5's')
Anistropic Filtering: 4x

I'd also recommend using a XBOX 360 controller or if you have the luxury of using a USB PS2 controller - go ahead.

SOTC is one of the best games ever made in my opinion.

Not to be rude, but this thread is about PS2 games that emulate well on PC or if you recommend any games to try to emulate on PC we'll try to help.
Also i'm pretty sure there's a port of that game on PC - it's on steam.

There is, but like all the older GTA titles it has issues when played with frame limiter off
Which is a shame, but that's just how they made the games
now there is a game, Midnight Club 3, which doesn't have a PC release
even though Midnight Club 2 does |

Also there's no monitor that can actually display the much FPS yet.
I think there's a few that can run 144, but that's it.
So i'd limit it to 60 - it would be the exact same (unless your monitor refresh rate is 300 for some damn reason)
