These lockdown levels can be called by any ranks above Deputy Director at anytime, if they feel that the Capitol is under imminent threat from an external or internal act of terror.
Lockdown I: The Capitol is under danger from high criminal activity within the city. HLS agents reserve the right to shoot and arrest anyone who is deemed to be hostile within the vicinity of the Capitol gates and perimeters.
Lockdown II: Only GO's may enter. HLS agents reserve the right to shoot and arrest anyone who is deemed to be hostile within the vicinity of the Capitol gates and perimeters.
Lockdown III: Only GO's may enter. A road block is set up by SF to block all traffic inbound to the Capitol and anyone within vicinity of the Capitol can be killed/arrested.
