I don't back this up, but that's what seems to be the case. Link is up above, just remove the *s if you want to check it out.

Bump. It made my foruming on my main account difficult . As being a late 2010 player I used to love the chat bubbles, and how guests could use them, but after that was no longer there, the filter got pretty bad.
