on one hand you have umass who has a .166 winning percentage since entering the fbs. the minutemen play half their games in gillette, 2 hours away from campus, which results in incredibly low attendance. the team has no fans and the future is bleak for the coming years on the other hand is boston college, arguably more pathetic. last year they ranked dead last among p5 teams in attendance, amidst a season in which both basketball and football went winless in conference play. the eagles had their lowest attendance since 1991, and rather than scheduling formidable opponents to draw attention, bc is locked in to play the likes of uconn, howard, buffalo, umass, holy cross, and wagner. both teams have crap stadiums that need renovations, but neither team can afford it

think of all the marquee in state rivalry matchups. then think of the irrelevant ones (iow vs iowa state, etc). even the hawkeyes and the cyclones drew 61k in their game last year when umass and bc played at gillette in 2014, 30k fans showed up...
