A Bill to Prevent Police Brutality
SECTION I:
All citizens have the right to request a supervisor to their situation.
SECTION I-A: Misinformation to a Peace Officer will be defined as intentionally holding back information of an Officer to avoid disciplinary action or to harbor a criminal.
SECTION I-B: All Officers being sued by citizens will be held to the same accountability as a typical citizen.
SECTION I-C: Arrests Officers make have to be created only for severe situations. Such as actively evading an Officer. Example: Walking ten (10) studs away is not evasion.
SECTION I-D: All citizens will be treated equally by Officers. Any Officer that appears to harass or bully a citizen due to previous crimes will be prosecuted for harassment and if arrests were made for weaker things/exaggeration of times will also be prosecuted for false imprisonment and all arrests under those lines will be cleared with full compensation to said citizen.
SECTION I-E: All citizens killed/incarcerated by an Officer(s) will have their warrants/BOLOS cleared. This is to get Officers to seek nonlethal methods.
SECTION I-F: Any citizen killed due to Officer miscomprehension will result in said Officer being sued as an accomplice to the crime. EXAMPLE: Officer rushing in on hostage situation (without command or full idea of said situation) which results in said hostage's death. Said Officer will be charged with a count(s) of manslaughter or assault, as applicable to the situation.
SECTION I-G: The Director and Head Instructor of the Department of Public Safety must get a brisk idea of policies in POST Tiers 2-5 to further understand the abuse of Officers in a full manner. (subject to change)
SECTION I-H: All Officers need probable cause before performing a search. If a citizen gives consent, yet the Officer does not find probable cause before searching. Illegal items will be confiscated but the citizen will not be arrested.
SECTION I-I: If a citizen believes that an Officer/Officers has broken any of these rules and has not been punished they can start a petition which if it reaches twenty (20) supports the Officer will be put under full review by Congress. A ⅓ simple majority will result in a punishment being carried out.
SECTION I-J: No Officer shall carry or be in possession of an automatic firearm, unless issued by a higher command. HLS and NG will have access to this automatic weaponry. All citizens may request a “discharge review” on an officer in person. This will have that officer report their discharge to a high commanding office in their department and then have them review it. Not performing this action when asked means any kills will be considered murder when an officer is prosecuted.
SECTION I-K: In order to not incentivize alt accounts and provide a more roleplay friendly experience the maximum time without a court case a citizen can be arrested for is one (1) hour. With a court case a citizen's time in jail can add an extra four (4) hours to the crime which they will not have to be in game to have released. They must serve the one (1) hour punishment in game before they are released.
SECTION II:
An officer performing an arrest while breaking any of these rules will result in the citizen receiving full compensation.
SECTION III: This bill will be carried out by the Firestone Department of Public Safety, Firestone State Patrol, Firestone Stapleton County Sheriff's Office, Firestone POST and any other law enforcement agency.
SECTION IV: This bill will be carried out immediately after being passed.
SECTION V: All laws in conflict with this legislation are hereby declared null and void.
