Both. Roy made uninspiring tactical decisions outside of the game against Wales, and the players decided to have some of their worst performances ever against Iceland (see: Harry Kane, Wayne Rooney)

Hodgson to be blamed. They guy doesn't know what to do with his dead ball situations. Using Kane on free kicks is absolutely stupid. He never takes free kicks at Tottenham.
