US law forces ROBLOX to add a privacy mode with safechat for people under 13
and also
"While children under 13 can legally give out personal information with their parents' permission, many websites – particulatly social media sites — disallow underage children from using their services altogether due to the cost and work involved in the complying with the law." from wikipedia page COPPA
be lucky that ROBLOX even allows under 13 to play their game

Um, there is no law that states that kids can not swear. Even in the law you C&Ped it doesn't say anything about a censorship system.

if they allowed everyone to swear, they wouldn't be allowed to market themselves as a "kids game"

my age is over 13 and I can't even say the word "hell" though

I can't even say "%", "percentages", not even "multipliers", and I even test people to say "SW4U", and they can see that...

but the thing is, some parents and teachers are very strict on swear words and dont want their kid to learn them
if a parent made their 9yr old son a roblox account, and the next day he said the F word to the teacher in school then proceeded to explain to the whole class about the birth process, how would you react if you were the parent?

If you were the parent and your child said a word their parents don't expect them to learn if they were 8, like an 8-letter word and they know what it means - not bad - would you be surprised as the parent?
That 8-letter word that isn't bad what-so-ever is hash tagged.
