they dont treat it as a full time job which it is
EU teams/players practice 8-12 hours a day and when they're not practicing they're usually playing RANK-S, FPL, PUGs etc
Stewie2k does a good job at playing as much as possible as-well as shroud but shroud even admitted their team practices are about 4 hours
Don't know current situation with liquid but I believe they've done a better job practice wise
As for rest of the teams same thing goes as with C9

that factors in but it's not as big of a factor as the practice
people like shroud, hiko, stewie, n0thing, jdm
all have potential to be as good if not better than eu tier 1 players but them and their teams do not put in the practice

NA League players understand this they practice non stop all day long and if they don't practice they're playing

NA have lots of good talent that can go toe-to-toe with EU but all of them are spread out in like 913849012834 different teams

It doesn't matter if the top 5 were all on one team if they don't practice the same amount as EU teams then they won't ever be as good as EU teams

yes experience comes from playing other teams but if you've played since 1.6 but your team practices 4 hours a day and every other team practice 12 hours a day your team wwill not win
csgo is a team game not a individual skill game

You don't have to be a god at cs to know how this works it's common sense
If tom brady only practices for 1 hour a day he wont perform as good as a rookie practicing all day
