I recommend that you keep some people *cough* me *cough* to set an example on how to behave, you choose around 20 people who will do the test first and those who pass get promoted to Commander to give demonstrations on how everyone else should behave whilst HR's and there, we need people who are Commanders to keep there rank, not all, but some.
Like, look at my activity and skill, I have more than 49 hours patrol time and everyday I attend at least two training's and patrol for at least two hours.

In regards to the new promotion system, I ask that it take multiple trainings to achieve a rank. With the current system, you can go from Cadet to a Middle Rank quickly. Due to this, you have untrained officers with some of the advanced tools that your department offers. This is why change is needed. Make it take three trainings to be promoted and have this be logged in a script as I'm sure Frankie would be able to script such a system.
Since it is finally your priority to deal with corruption, you need to remove the ability for Cadets to go onto the DPD team. If I was you, I would honestly wipe 90% of your high ranks and middle ranks and then allow a lengthy recruitment process to replace all of your vacant positions.
As well as my two ideas listed above, I hope that the relations between DPD and the administration can be repaired as well as the innovation of DPD to meet the standards that Docklands demands.

@Knii0002 This is a great idea but I have some more for V4. Also, remember when you made commander reforms? Well, instead of demoting them all, you need to set up dates. Patrol dates. In the patrol dates there will all sorts of crime happening in Harford therefore we will know who has the right skills, grammar, punctuation, spelling, codes, etc.. Those people should be demoted not the people who deserve it. For instance I didn't rush my rank, like others will say I got commander in a week. Those people should be auto-demoted. It took me 3 months to get commander. I learned the hard way, not the easy free path. No, I went to Harford and learned etc. etc.. Also, you need to elect captains, and there should be a police armory and dress room. The doors should only allow the right ranks into them, therefore giving them the right tools. We need undercover cars, mobile units, SUV's. Those are a big part! Also, since I am a HR in marines I might as well add this. For our dock, we would like more then EVO's and I'm sure DHLS would like some more too. Thank you, if you want to respond PM me personally via roblox.
