Article I.
[PREAMBLE]
SWAT, or Special Weapons and Tactics, is an elite counter-terrorism unit that combats crime on domestic soil. The goal of SWAT and all of it's members is to ensure that citizens of the United States and foreign visitors may roam the streets of our nation happily, with no harm being able to come to them.
SWAT may only achieve it's goal if members of it are disciplined and skilled enough to be able to effectively uphold the law. The guidelines for SWAT, of which are detailed below, will ensure that SWAT members stay in line, and therefore ensure that SWAT achieves it's goal of keeping America safe from threats of all variations.

Article II.
[OFFICER EXPECTATIONS]
All members of SWAT are expected to obey a certain set of rules, and, regardless of rank, they are expected to behave in a certain manner which enables them undeniable prowess in all fields.
SWAT Representation
» In order to maintain a respectable reputation, officers of SWAT must represent SWAT positively while on duty.
Representing SWAT properly while on duty is displayed as:
Being courteous to everyone you encounter;
» Not harassing anyone, in spite of them possibly pestering/harassing you themselves
» Not "flaming" in spite of the outcome of any event
Being respectful to fellow officers;
» Showing respect towards fellow officers, regardless of their rank
» Valuing the purpose of every soldier within the EAA
Being mindful of the Uniform Policy;
» Wearing the uniform while representing SWAT
» Not wearing an altered version of the uniform unless you have been granted permission
Being at your best at all times;
» Putting effort into every objective you are assigned to complete
» Performing to your full ability whenever you are able to
Speaking properly;
» Using grammar in your sentences
» Avoiding cursing or inappropriate subjects whilst on-duty
Being active at all times
» Being at events hosted within SWAT (if applicable)
» Patrolling or hosting training sessions (if applicable) whenever you have the time
Following the rules stated above will ensure that SWAT officers are known as being top-notch, and that the SWAT represented in a positive manner at all times.

Article III.
[UNIFORM POLICY]
All members of SWAT are expected to follow this policy as to ensure that they represent SWAT properly.
Uniforms are meant to distinguish members of a certain organization from others, and the following uniforms are official uniforms made to showcase an American citizen's membership of SWAT.
Failure to wear the SWAT uniform while you are on duty will lead to an appropriate punishment being dealt out to you.

Custom uniforms are not allowed unless you have been granted permission by the Commander to wear one.
If you do not have the funds to purchase the uniform, you may contact the Commander to receive some.

Article IV.
[PROMOTION SYSTEM]
SWAT has a points system implemented into it to deal out promotions. An officer must reach a certain amount of points to be promoted to the next rank. Points themselves can be earned by attending events or submitting patrol logs.
Promotions are awarded based on the points system up until the rank of Specialist. Once an officer achieves the rank of Specialist, they cannot be promoted further through the usage of the points system. To earn a promotion to HICOM, a Specialist must show leadership capabilities, activity and skill in general, and must pass a vote held by the current HICOM members of SWAT.
Asking for promotions or attempted bribery to receive a promotion is completely intolerable. If an officer is caught attempting to beg for or bribe/blackmail for a promotion, they can be suspended, demoted, exiled or blacklisted, based on the severity of the issue.
The amount of points needed to earn promotions to different ranks is outlined below:
Officer: 5 points
Operator: 15 points
Tactician: 35 points
Specialist: 55 points
You maintain your points throughout each rank. The amount of points you can earn by attending varying events is outlined in the Point Distribution section in Article VII.
To become a member of the Strategic Intervention Unit or Special Assault Unit, you must hold the rank of Officer or above and you must also pass a tryout held by the Unit Captain of that division.

Article V.
[HEADS OF OPERATIONS]
SWAT has 3 Heads of Operations, with each of them having a different role. The 3 Heads of Operations are the Head of Discipline, Head of Activity and Head of Recruitment.
Head of Discipline:
The Head of Discipline, or HoD, ensures that members of SWAT stay in line and behave appropriately. He/she is in charge of punishing unruly officers and officers who violate rules stated within the guidelines. There are 2 Heads of Discipline.
Head of Recruitment:
The Head of Recruitment, or HoR, ensures that there is a constant flow of people in SWAT so that it can reach it's 60 member limit and run efficiently. He/she hosts tryouts and makes sure that only the cream of the crop make it into SWAT. There are 2 Heads of Discipline.
Head of Activity:
The Head of Activity, or HoA, ensures that members of SWAT remain active. He/she makes sure that all officers within SWAT are active, and suspends or fires those who aren't. The HoA also has the ability to host mandatory events, and also helps manage the points Trello. The Head of Activity also has the ability to approve patrol logs in the "Patrol" chatroom; more details about this can be found in the "Patrol Logs" section of the High Rank Expectations chapter of this guidelines document. There are 2 Heads of Discipline.

Article VI.
[PUNISHMENT POLICY]
Failure to abide by the rules contained within this guidelines document will lead to necessary punishment. These punishments vary by the severity of the situation.
[MINOR VIOLATION]
Flaming;
» If an officer flames, or insults, a group or individual, it is defined as flaming.
Punishment recommendations: Warning, suspension
Failure to follow orders;
» If an officer happens to fail to follow orders on purpose or for the sake of comedy, it is defined as failure to follow orders.
Punishment recommendations: Warning, suspension
Wall spamming;
» If an officer spams the group wall, generally posting something unnecessary several times, it is defined as wall spamming.
Punishment recommendations: Warnings, suspension
[MAJOR VIOLATION]
Admin abuse;
» If an admin at any given place happens to use administrative commands excessively, unnecessarily and inappropriately, it will be deemed admin abuse. Another form of admin abuse is if a high rank abuses their group privileges/abilities, such as the ability to exile, change ranks or shout.
Punishment recommendations: Removal of admin, demotion, suspension, exile or blacklist, based on the severity of the abuse
Information leakage;
» If any member of SWAT leaks classified information or information that has some importance without permission, it will be counted as information leakage.
Punishment recommendations: Exile, blacklist or suspension, based on the severity of the leakage and importance of the information
Treason;
» If a member of SWAT is found to be defecting to or helping a country or organization of which SWAT deems a threat, it counts as treason.
Punishment recommendations: Exile or blacklist
Corruption;
» If a high rank purposely acts in a manner that induces a negative effect within SWAT, it is classified as a form of corruption. The same applies if a person attempts to force someone into committing the above or violating any major ideals of SWAT, or if they show bias. This also applies to SWAT members who have either harbored criminals or helped them, or have not arrested people who have committed crimes when they had the opportunity to.
Punishment recommendations: Exile, blacklist or suspension, depending on the severity and scenario/type of corruption

Article VII.
[HIGH RANK EXPECTATIONS]
High ranks within SWAT are expected to follow another set of rules that allow them to further ensure the prosperity of SWAT and all of it's members.
[SHOUT TAGS]
High ranks must use shout tags as to define the purpose of any event/notice they are informing SWAT members of through the usage of the group shout system. Shout tags include the following:

[TRAINING SESSIONS]
High ranks (in this case defined as the Heads of Operations & above) are expected to host at least 2 training sessions or mass patrols per week for the entirety of SWAT, and Unit Captains are expected to host 2 training sessions or mass patrols for their assigned unit per week. Each training session must contain at least 3 events, excluding warm-ups and promotions/point distribution. If any member of SWAT's HICOM fails to meet these requirements a few consecutive weeks in a row without notifying the Deputy Commander or Commander, they will be demoted.
Some events are specified below, but creative high ranks are allowed to host other ones they may make up. Events will be categorized as either agility-related or gunfighting-related. The events are the following:

As for mass patrols, it's as simple as getting several SWAT members to a rallying place, finding a good server to patrol, and dispatching the SWAT members to varying areas to ensure that all criminals are apprehended of whom dare make a move in the said server. Mass patrols should last at least 1 hour.
[PATROL LOGS]
Officers must submit patrol logs on a weekly basis to ensure that they are active. By having a large amount of active officers, it ensures that SWAT is able to apprehend as many criminals as possible, and it also ensures that, as stated, it remains active in general.
The amount of hours in total members of SWAT have to log weekly (of which varies by rank) are:
Cadet - 4 hours per week
Officer - 4 hours per week
Operator - 4 hours per week
Tactician - 3 hours per week
Specialist - Exempt
Special Assault Unit - 3 hours per week
Strategic Intervention Unit - Exempt
HICOM (Unit Captain +) - Exempt
The Head of Activity, Deputy Commander & Commander are all allowed to approve patrol logs. They do so by mentioning people in the "Patrol" chatroom of the discord & saying "Approved." (eg. @bob Approved.)
[POINT DISTRIBUTION]
The amount of points that can be distributed per event is outlined below:
Training
» 0.5 points

[INVITES]
Invitations cannot be distributed to people by HICOM members. Invitations may only be given out by the Commander to possible developers or people with an immense amount of skill. Any other invitations are void and cannot be given out.
[TRYOUTS]
Tryouts for SWAT itself may only be held by the Commander, Deputy Commander and Head of Recruitment. No other members of SWAT may hold tryouts.
The acceptance rate for tryouts is 0-3. No more than 3 people may be accepted in a tryout. Do note, if the host of the tryout deems that nobody who attended it is qualified for SWAT, they can let nobody in, hence the rate of "0"-3.
[VIOLATION HANDLING]
The Head of Discipline is the official specifically designated to handle dealing out punishments to SWAT members of whom have violated rules outlined in the guidelines. He/she is in charge of ensuring that punishments are appropriately dealt out, based on the scenario and circumstances regarding the scenario. The Head of Discipline may refer back to the Punishment Policy section to get ideas for what punishments to deal out.
If the Head of Discipline fails to do his/her job or is suspected of corruption and bias, they will be dealt with accordingly as well, based on the severity of either the corruption and bias or how badly they screwed up with punishment distribution.
