make it so you could only upload 1 free audio a week then it would cost robux like normal
if something you uploaded was bad then your free uploads could be revoked for awhile so it cant be abused
if thats still too much then maybe free audio could have different requirements like it could only be 60 or 30 seconds maximum instead of 120
im suggesting this assuming the reason its not free is because its hard to moderate and not to be a money sink
