Is it possible for roblox to make it so that you can only make one account on the machine you are using a day. This will greatly impact the scammers that spam and scam the comment section.

This isn't possible. Internet Protocol can easily be bypassed. Even your motherboard's serial number can be changed. Scammers can make different mail addresses or use temporary mail addresses. It is not possible unfortunately.
