It depends on how long you're going to wait. If you're building it at the end of the year wait for kaby lake/zen. Also I would recommend doing a skylake build over haswell since it's not all that more expensive.

I have a Skylake laptop right now and I've had some issues with it. I might go haswell, because I really want to run Windows 7. I love pizza

are you planning on going all out with your PC build and spend like $2500 or just a good enough pc build either way, you should use an asus x99 deluxe motherboard and get a case with a window on it to show off your build

Mmm x99 cpu's not so cheap, lol. If you have a Haswell build already, just grab a better CPU, otherwise Skylake is coo'. That said, if you're waiting for Kaby, Zen could also be a consideration; there's a lot of hype for that. As for the ### I'm not sure why you have listed those two because there is worlds of difference between them. 750ti is ##### now, anyway. For a budget card you're better off looking at a 950/460.
