You would have seen that all the cool names are taken by accounts last online in 2009. So the idea is names that are on accounts that havent logged in in 2 years will be available to change to, the user will, if ever logging back in get a chance to change his name.

No because then absolutely everything created by that person will also need to be deleted, like their games, clothes, etc which can absolutely ruin the entire site.
