8. I believe the National Advisory Should be placed in same rank as DNI seeing as he isn't above him, They work closely together though
DNI is a cabinet position. It is near executive, and National Security Advisors are not close to the DNI role. Though they share a similar purpose, the DNI serves as the head of the U.S. Intelligence Community, overseeing and directing the implementation of the National Intelligence Program and acting as the principal advisor to the President, the National Security Council, and the Homeland Security Council for intelligence matters related to national security. The Office of the DNI's goal is to effectively integrate foreign, military and domestic intelligence in defense of the homeland and of United States interests abroad.
The National Security Council assists and advises the POTUS on National Security, and foreign policies. The Council also serves as the president's principal arm for coordinating these policies among various government agencies.
Therefor, this bill cannot be brought to Senate due to the illogicality it states. They both have different jobs, and, there can only be one DNI and one DDNI. This bill would create huge confusion amongst the IC, Cabinet,NSC, and the American people.
