We, the People of the State of State Of Deepwater, establish this Bill as the foundation of our rights, our freedoms, and our equality. Let this be a more organized document than the previous one for the purpose of meaning, understanding, and organization.

WHEREAS a “Citizen” is defined as a group member, excluding Tourists. Partnered Representatives are considered Citizens but are treated as Middle Class Citizens.

Amendment I:

Article I. Freedom of Speech -
All Citizens have the basic human, right to speak what they wish to speak. However, there are limitations: If one is to speak, he/she shall do it in an orderly fashion, shall not intrude on the public’s privacy, or violate current ROBLOX rules. Links to non-allied groups, unofficial places, and other unofficial assets cannot be posted on the wall and are considered spam. You may not post more than one post per page of the same context.
Article II. Freedom of Protest -
All Citizens have the right to protest. Protesting must be done peacefully and legally without trespassing on private property or provoking violent activity.
Article III. Freedom of Press –
All Citizens have the right to record footage or images. Such a right shall only be expressed in a public setting. A public setting is defined as a location where any Citizen can view the events taking place in it. Leaking classified information on private or government property is prohibited and punishable by law.
Article IV. Freedom of Religion –
All Citizens have the right to choose their religion without any government interference. The separation between Church and State shall be implemented and prosecution for belonging to a specified religion entity shall be prohibited. Should a religion endorse crime, or any other means of mayhem, it will still be considered breaking the law, and consequences will be administered.
Article V. Right to Information –
All Citizens have the Right to Information. Information refers to: audit logs, blacklisted citizens, etc. All requests require a valid reason and must be done in a formal fashion; e.g., through PM or forum. If the request is valid (formal w/ reason & understandable), the high ranking official has to provide the information that the citizen was looking for. Refusal to provide information is prohibited when the request is valid. information is illegal and can result in prosecution in the court of law.

Amendment II:

Article I. All Citizens have the right of possessing a non-lethal weapon. Such a weapon is defined as a weapon that does not kill the victim. This weapon may be used when the user feels threatened and to distract or break off from an attack. Abuse of the weapon may result in arrest and the right being taken away. Lethal weapons may be approved for use in State legislation and be given as a right if specified.

Amendment III:

Article I. Search and Seizure -
All citizens can be frisked- no question about it. However, if law enforcement officers or agents shall do so, they MUST have suspicion beyond a reasonable doubt to do so. If they do not have this, they may NOT frisk you, and you may take action if infringed upon. Should a day come where vehicles have they, as well, may be searched- again, if there is suspicion beyond a reasonable doubt via the law enforcement officer/agent searching the vehicle. Any residential building or privately owned business requires an order from a Court Justice, Assistant CCJ, or CCJ if reasonable suspicion is given.

Article I. All Citizens have the right to a fair and just trial. Citizens are innocent until proven guilty in the court of law. If you feel your case was performed wrongingly, all citizens have the right to appeal the case to the Court of Appeals, if needed to, appealed again to the Supreme Court.

Amendment V:

Article I. Right to Voting -
All citizens have the right to vote. They may vote, and advertise whom they want in office however they choose. However, citizens may NOT exceed more than one post per wall on their candidate, FROM the same person advertising, nor’ may they campaign via PM. Those caught using alternative accounts or cheating in elections shall automatically be disqualified- no questions asked.
Article II. No Citizen shall be forced to pay a fee or taxes for their Citizenship in the State of Deepwater. All Citizens shall have the Right to Vote, but shall not be forced to vote in an election or for a specific candidate except whereas they are voting on State or Municipal matters as a Government Official.

Amendment VI:

Article I. No cruel and unusual punishment -
When a Justice (CJ, AJ, SCJ, ACCJ, the CCJ) gives a set punishment, it may NOT be cruel or unusual. A cruel punishment would be, for example, a year for harassment. Unusual punishment would be, for example, exilation from the State Of Deepwater for a one-time harassment charge. Should a Justice ever be suspected of giving a cruel/ unusual punishment, the Defendant is requested to take screenshots/ record a video, and send it to the CCJ/ one of his/ her ACCJ’s.

Article I. Miranda Rights -
You have the right to remain silent. Anything you say can, and will be used against you in the court of law. You have the right to speak with a private attorney, or a Public Defender within the DoJ, from now, and during any other future times in which you may be interrogated. You are free to exercise these rights whenever you feel suit, so long as the questions being asked to you are self-incriminating.
