[LVCC] DoT Bus Spawn Bill

If this bill passes: A Bus will be added to LV. DoT will be able to spawn the Bus and drive it around. Honestly, what is the worst that can happen if we give DoT the power to spawn a bus? Plus, SecDoT has been working really hard to bring DoT back on its feet and make it active again. Bill presented by Councilor HershB

Yes, Give a inactive team a bus. They can get a bus when they are active.

@spyagent First off, they just reformed the entire agency, and are hiring a lot of people, ACTIVE people. Secondly, they can get a bus when they are inactive because it doesn't really make a difference, other than making it easy on everyone to pass the bill now then to possibly forget about the bill or pass it 2 weeks from now.
